
The mission of
the Humble ISD Police Department is to ensure the safety of our
district’s students, families and staff. In order to learn,
students need a safe environment where they can concentrate on
their studies. Teachers and staff need a secure environment in
order to teach. Providing that type of environment is just one of
our many responsibilities.
The Humble Independent School
District Police Department works in partnership with students,
parents, and staff to meet their needs. We preserve the peace,
enforce laws, identify and apprehend offenders, provide emergency
services, offer crime prevention and public safety throughout our
school community. Our most important goal is to promote, maintain
and inspire an atmosphere of trust and confidence with students,
families and staff in our community.
District property
All property which is owned, leased, rented or under the
control of the Humble Independent School District. This does
not include bus stops.
Jurisdiction
I) Primary
Jurisdiction
A.
The Humble ISD Police Department jurisdiction includes all
territory within the boundaries of the school district.
1.
this includes all real and personal property that is owned,
leased, rented or otherwise under the control of the school
district.
B.
All district officers will have the responsibility for law
enforcement on all district property.
C.
All district officers will be expected to enforce laws,
investigate and prevent violations of the law while on district
property.
1.
this includes all state, federal, county laws
2.
this includes district policies
D.
All district officers will enforce all federal, state,
county laws anywhere within the boundaries of the Humble
Independent School District.
1.
the violation must be committed in the officer’s presence
or view.
2.
officers may assist overriding agencies within the district
that involve public safety or the welfare of students, employees
or district property.
E.
All district officers may enforce all federal and state
laws outside the boundaries of the Humble Independent School
District.
1.
the violation must be committed within the officer’s
presence or view.
2.
any police activity by district officers outside the
district must be in compliance of chapter 14 and 15 Code of
Criminal Procedures.
II) Jurisdiction
travels with any and all Humble ISD students and employees when
A.
Students and employees are engaged in school district
sanctioned events
B.
Employees are using school district vehicles
Authority
All officers employed by the Humble ISD Police Department are
commissioned peace officers pursuant to 37.081 Education Code and
Article 2.12(8) of the Code of Criminal Procedure.
I) Officers
– SHALL perform the following duties
A.
All police officers employed by the Humble ISD Police
Department have the powers, privileges, and immunities of peace
officers.
B.
all officers may enforce all laws; including city
ordinances and state laws
C.
all officers may, in accordance with Chapter 52 of Family
Code, take a juvenile into custody
D.
All officers may provide assistance to another law
enforcement agency
II) Officers –
MUST perform the following duties
A.
All officers shall perform administrative and law
enforcement duties for the school district as determined by the
Board of Trustees of that school district. These duties shall
include the following:
1.
safety and welfare of any person in the jurisdiction of the
peace officer
2.
the property of the school district
III) Humble ISD
Police officers have the authority to perform the following
duties:
A.
Enforce sections 37.082 through 37.157 of the Education
Code
B.
Prevent and investigate any violations of the law that
occur in or on:
1.
all district owned property or district functions
2.
all district owned vehicles – including buses
C.
Prevent and investigate violations of the law that involve
offenses occurred against the district, district employees, or
board of trustee members
D.
Taking juveniles into custody in accordance with Texas
Family Code
E.
Patrol district including property owned, leased, rented,
or otherwise under the control of the Humble Independent School
District
F.
Participate in activities and programs approved by the
Chief of Police or designee, designed to deter and prevent crimes
against the District, district employees, students, visitors and
property
G.
Assist in providing traffic control at school closings,
athletic events, or at any time deemed necessary by the Chief or
his designee to ensure the safety and welfare of the students,
staff and patrons.
H.
Participate in judicial proceedings when necessary.
I.
Where appropriate, coordinate with overriding law
enforcement agencies to ensure the safety of the students, staff
and patrons.
J.
Participate in administrative hearings concerning alleged
violations:
1.
including suspension, expulsion and disciplinary hearings.
